girl scout gold project

I have twelve 16 year old girls that would love to build a playground/playspace for a community as their Gold Award Project. They would like to be involved with ALL PHASES of the planning and building project. Does anyone have any suggestions on how we get started? I have approached communities in our area and they immediately shoot us down because they want to know who will be responsible. All advise is welcome. Please send it to my email.
