Food is always a motivator.

Also be sure to thank them after the fact.  If you have money, you could give them a $5 gift card to Starbucks or something like that or a small memento of the event.  Picture of them working.

Food is the number one way we motivate our parent volunteers at my daughter's school to help. If we offer hotdogs, etc. we get at least half of our parents. However, when we needed parents to help spread the new mulch for our playground (with no incentive) we got maybe 12 people. We had fun, but boy were we tired at the end of the day. I wish parents wanted to come out to help do stuff with our playgrounds but it seems they need a little motivating.

 For our build day to motivate people besides food (our #1 seller), a friend of the school at a playground meeting mentioned a man by the name of Big Weave! He was a hip hop aerobic instructor and gave his time to motivate the crowd first thing in the morning to get everyone pumped up for the build! If you can pull together some fun activities such as this and good music, you might want to advertise and spread the word about all the great things you're going to have to motivate people to sign up! Plus giving back gives you so much happiness and everyone should do it and they will feel fabulous once its finished! Children are always good at motivating others to join and if you can sell it to them, they can sell it to others as long as you believe in it, it can be done! ;o)

I've heard giving volunteers goody bags after a build day is a nice motivator. I just found this...

Food would be my #1 suggestion as well, but in a large sense I think that's just part of making the volunteering an EXPERIENCE!  Fun music is an integral part of a KaBOOM! build, and dance breaks and sing-a-longs help keep the energy up.  Games work well, too: nothing says you cant have fun while you're working!  I've hidden frisbees and waterguns in the mulch pile and ended up with spontaneous frisbee games and water fights.
